In the post-Trump era the extreme right attitudes and approach have very little to do with policy and a lot to do with inflammatory, divisive and ideological emotionalism and drama appealing to the pent up fears and bias of the base. It is the Trump legacy: escalate the base into greater and greater froth and fear because to do less and the house of cards will likely collapse.
For instance Ron Johnson could have simply gone about appealing for lower environmental restrictions in the name of liberty and more jobs, accomplishing the same policy (same message) but failing to inflame the fervor of the unspoken (sometimes repressed) feelings of the women attending the luncheon. His comments were premeditated and calculated to incite. It’s the calling card. The party of Trump far less about substance and policy and far more about stimulating strong emotional fears, biases and prejudices (more so if the underlying feelings are unconscious and denied).
