I agree with Steven the other response that “military ethics” is like military intelligence” — an oxymoron. The US public will be ratcheted up with patriotic notions as well as fears about other military powers gaining super soldiers without American neutralizing parity. This, I believe, is a “false choice”. Do I believe other governments would push past the boundaries of human ethics and build brain to AI link type capabilities? Yes. Do I believe the response of doing like-for-like response is unimaginative and lacks innovative thinking? Yes.

The conversation like most of the things around us such as energy policy, infrastructure investment, educational innovation needs, immigration policy is being flooded with hyperbole and emotion and devoid of calm serious respectful discussion and unified pragmatic solution.
